I have a tenant leaving and a new tenant moving in, unable to get anyone to carry out an EPC due to Covid-19. I am able to let the property without an EPC.

So far as I am aware it looks as if landlords can serve an EPC after the tenants have moved in without prejudicing your right to use section 21. However, this is not (under the law as it now stands) the case for gas safety certificates.
It is true that it is an offence not to serve an EPC with a fine of up to £2k but I would be surprised in the circumstances if Local Authorities were to enforce this.
